Welcoming the Winds of Change

18 July 2024

Heatons Wind Farm Energy

As a leading planning consultancy with significant experience in wind turbine development and renewable energy projects, Heatons welcomes the recent policy changes introduced by the Labour government. Our team has a proven track record in securing planning permission for a variety of renewable energy developments across the UK, including onshore wind and energy from waste projects. We are pleased with these amendments, which lift the de facto ban on onshore wind developments, creating new opportunities to advance renewable energy production in the UK.

On 8th July 2024, the Labour government announced the removal of footnotes 57 and 58 of paragraph 163 in the National Planning Policy Framework (NPPF). These footnotes had, since 2015, imposed strict conditions that severely restricted the development of onshore wind projects. By treating onshore wind proposals like other energy projects, this policy change paves the way for a brighter, more sustainable future. We are supportive of the fact that this may open up new possibilities for renewable energy growth.

Economic and Environmental Benefits

We believe this policy change will bring significant economic benefits, including a £45 billion boost to the economy and the creation of around 27,000 jobs. Expanding onshore wind energy is crucial for enhancing the UK’s energy independence and combating climate change. Onshore wind is one of the most efficient and cost-effective renewable energy sources, and it plays a vital role in meeting the country’s clean energy goals. Knowing that we can now contribute more effectively to this cause is incredibly motivating, especially in renewable planning.

Streamlining Planning Processes

One of the most promising aspects of this policy change is the proposal to bring onshore wind projects under the Nationally Significant Infrastructure Projects (NSIP) regime. This means decisions on these projects will be made by the Energy Secretary rather than local planning authorities. We are optimistic that this will reduce delays and accelerate the development of important energy projects, allowing us to see the real-world impact of our work more quickly.

Heatons’ Role in Renewable Energy

At Heatons, we take great pride in our ability to guide renewable energy projects from concept to completion. Our team prepares detailed planning applications and designs projects with input from our landscapers and ecologists to ensure environmentally responsible development. We’ve successfully navigated the planning system through both local authorities and Development Consent Orders (DCOs), securing approvals for numerous projects that contribute to the UK’s renewable energy landscape. This experience has prepared us well to take full advantage of the new opportunities presented by the policy change.

Environmental responsibility is at the heart of what we do at Heatons. We support the use of archaeological assessments and non-intrusive survey methods, such as geophysical surveys and multi-spectral imaging, in wind farm development. These techniques help identify and preserve important archaeological resources while fostering community engagement and support for renewable energy projects. By carefully planning wind farm layouts, we can avoid significant impacts on archaeology and enhance community understanding of their local historic landscapes. This commitment to preserving the environment while advancing renewable energy is something we are deeply passionate about.

Looking Ahead

Chancellor Rachel Reeves’ emphasis on planning reform as a driver of economic growth and infrastructure development is encouraging. The expected updates to the NPPF, including mandatory housing targets and the prioritisation of brownfield land, will complement broader planning reforms, creating a more integrated and effective planning system. Chancellor Reeves has made it clear that there is a strong desire to prevent the planning system from acting as a barrier to energy security and addressing climate change, and we couldn’t agree more.

We view the lifting of the onshore wind ban as a positive and necessary step towards a sustainable and resilient energy future for the UK. This policy change aligns perfectly with our commitment to supporting renewable energy projects that are both efficient and environmentally responsible. We are optimistic about the potential benefits and ready to contribute to the realisation of the Labour government’s renewable energy goals.

The recent policy reforms signifies a promising future for onshore wind energy in the UK. We are prepared to support and facilitate these developments, ensuring they are implemented responsibly and sustainably, benefiting both the economy and the environment. The winds of change are here, and with this new policy, we are set to harness their full potential for a brighter, greener future.
