Approval of ROMP for the extension of a Sandstone Quarry in Northamptonshire

Heatons is pleased to confirm that planning permission has been successfully secured for the extension of an established sandstone quarry in Northamptonshire, acting on behalf of our client, Peter Bennie Ltd. This approval allows the continued development of Pitsford Quarry and supports the ongoing supply of essential construction materials to the local and regional market.

The site had previously been granted in-principle consent for future phases of mineral extraction through the Review of Mineral Permission (ROMP) process. However, moving forward with extraction in Phase 2 required a formal planning application supported by updated technical assessments to demonstrate the acceptability of the proposed works.

Heatons led the coordination and submission of the Phase 2 planning application, which included a comprehensive suite of environmental and technical assessments. These covered key topics such as biodiversity, arboriculture, soils and agricultural land quality, hydrology and flood risk, noise, dust and air quality, as well as heritage and archaeology. We worked closely with the local planning authority, including Northamptonshire’s Lead Planning Archaeologist and Hydrologist, to ensure that the proposals provided sufficient protection for the environment and established an acceptable after-use for the Site.

A key component of the application was a concept restoration scheme for the wider quarry, which returns the land to predominantly productive agricultural land-use while integrating significant habitat enhancements. These include the creation of new habitats to support local wildlife, delivering biodiversity net gain once mineral extraction is complete.

As a ‘Committed Site’ within the adopted Minerals and Waste Local Plan, permission for Phase 2 releases approximately 250,000 tonnes of soft sandstone. This release plays an important role in meeting the significant demand for crushed rock in the construction industry.
